Coordinates, leads, and trains cemetery caretaker personnel and engineer equipment operator personnel up to and through WG-10 level in the performance of interment tasks and marker installation. Coordinates with the cemetery foreman, and passes on instructions to other workers received from the foreman, and starts work (e.g. by assigning the immediate tasks to be performed by individual members of the group led). Insures that needed plans, equipment, material, and tools are available, and that needed stock is obtained from supply locations. Communicate clearly orally and in writing with other employees. Checks work in process and when finished, checks for compliance with supervisor's instructions on work sequence, procedures, methods, and deadlines. Ensures other employees follow supervisor's instructions to meet deadlines; demonstrates proper work methods. Answers worker's questions regarding procedures, policies, written instructions, and other directives (e.g. technical orders); obtains needed information or decisions from the supervisor on problems that come-up during the work. Provides information to the foreman on the status and progress of work, causes of delays, and overall work operations and problems (e.g. additional on-the-job training requirements for individual employees). Provide oral and written progress reports, prepares production reports, maintains records of work accomplished and time expended using computer and various word processing programs. Assures that safety and housekeeping rules are followed (e.g. assures that machine capacities are not exceeded and that tools are properly used. Incumbent works along with other workers, setting the pace. Incumbent will be required to operate equipment assigned to the cemetery for operation during normal cemetery operations, and emergency situations. incumbent will be required to perform duties at all levels below the job rating for this position. Incumbent may perform the duties of a Purchase Cardholder and must be Contracting Officer Representative (COR) certified within 6 months. Work schedule:
May be required to work Monday through Friday, 7;30 am to 4:
00 pm to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Your background must demonstrate work involved in activities of grounds maintenance, landscaping, interment, including layout and excavation of new grave sites, and reopening occupied grave sites which require extreme caution to avoid damage to previously interred containers. As work leader, the incumbent motivates, coaches, trains, and advises other employees to follow instructions received from foremen and to meet deadlines.

Physical Requirements:
Heavy physical effort is used by the work leader in constantly reaching, lifting, bending, turning, and moving hands, arms, feet, and legs to handle different sets of tools, controls to operate the equipment and attachments. When operating equipment, considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. The incumbent also performs more exacting work such as digging either manually or with a backhoe to close tolerances, requiring considerable strength and manipulation of controls. Because of the location of the work, the work leaders are frequently required to work in awkward or strained positions. This position requires frequent standing, walking, stooping, bending, lifting, or pushing and may require incumbent to lift and move objects 70 pounds and over in the performance of assigned tasks. Working Conditions:
Work is performed predominantly outdoors and requires exposure to various weather conditions at times severe such as heat, cold, rain, dampness, etc. Incumbent will be exposed to dirt, mud and water in the performance of duties. Incumbent may be exposed to noise levels which exceeds 85bda and may affect hearing. Incumbent may be subject to minor cuts, scrapes and bruises. Incumbent will at times, exercises care and caution in performing all duties so as not to cause injury to himself/herself or fellow employees. Will perform assigned tasks and duties in a safe manner in accordance with Department of Veterans Affairs, NCA and OHSA regulations and policies.
